How to get off strict on xbox one with the AC791L jetpack

We use the above mentioned jetpack for our internet access as we live in a rural area. Everything works fine but the NAT on our xbox one is strict and says UPNP not available. We have tried numerous options to get our NAT to change with no success. Any ideas on how we can accomplish this?

Basically, you have three options:

1) Purchase a public facing static IP address for a one time fee of $500.

2) Change your service to LTE Internet (Installed) with one of the four data plans noted at the URL which includes a static IP address. No "Unlimited" plan includes a static IP address.

3) Change service providers to one that includes a public facing static IP address.
