No. It is set at the system level at about 30 seconds and can't be changed.

If the OP were to activate DND, wouldn't that send all incoming calls directly to voicemail...albeit without generating any sort of audible notification? Probably not ideal, but, I think that would cut the ring time to "0".
That's one option.
TURK0313, Ann154 did provide the correct answer. If I may ask, what is the reason for wanting to reduce the amount of rings when you do receive a call?
