Why am I getting such slow data speeds in area code 37062 (Fairview, TN)?

This was running much faster (hundreds and hundreds of kb/s download/upload speeds) just yesterday and the few days before then, but now today the vast majority of the time I getting data download/upload speeds running consistently under 100 kb/s. I notice this when using the tethering feature of my phone with my personal computer. What gives?!!!

Did you use all of the high speed hotspot data allowance per your plan?

I ran the Google Fiber speed test several times and right now I am getting pretty close to around 0.60/Mbps for both download and upload speeds. I am the only person who uses this account; there is only 1 line. It is a PREPAID line. Basically, what happened is that I did have a 5GB data plan (which Verizon no longer offers) earlier this month, but I just recently upgraded it to an unlimited data plan just a few days ago. Before upgrading, I was testing the connection for a few days with the bandwidth that was still remaining for the month (+ carryover data) on my 5GB account, and it was running pretty fast and smooth, but once I upgraded to unlimited bandwidth, within about a day or so the speed of the connection dropped. Webpages, sometimes, though not always load slowly (was loading quite fast beforehand). Video streaming on YouTube, for example, is quite smooth, but the resolution is usually no higher than 360p and sometimes as low as 144p (was easily streaming at up to 720p beforehand). And file downloads now consistently run around 60-80/kbps (was running at hundreds and hundreds of kbps beforehand). Right now, the total data I have used for this month's billing cycle (at the time of this writing) is at 11.38GB. My billing cycle ends and begins a new cycle on June 30th.

BTW, this occurs in Fairview, Tennessee 37062 (Williamson County) about a mile or two up the road from Interstate 40. And yes, I am noticing this problem when tethering my phone's 4G connection to my personal computer (desktop PC), whether by Wi-fi or by USB connection.

May I ask, what is the threshold (how many gigabytes) for high speed hotspot data for the Pre-paid Verizon Unlimited Data Plan that I'd have to hit before the connection speed drops, if there still is one?

The prepaid unlimited plan restricts all hotspot data to a maximum of 600 kbps.

No, I am talking about the total bandwidth for the month's billing cycle. Is there a point after so many gigabytes are downloaded for the month that the connection speed will slow down, even if the data is still unlimited? What is that threshold? How many gigabytes is it?
