Why is verizon employee telling me I have to pay with a credit card?

I was approved for mutiple lines with a 4000.00 limit for phones. But employee said he wont activate unless I give him  a real  credit card.. I had enough cash to pay the sales tax due and he refused.. I do not see in any terms where it says I must pay with major credit card
