iMessage works SMS fails to send or receive.

New Iphone 8.

Old number that was a data only device.

Tried resetting networking settings, restarting imessage etc. Last thing I tried was imessage off and rebooting phone. Was able to send or receive any SMS in that state. Turn iMessage on and they work still no SMS.
