Received a phone call from a number with almost same digits as my number, saying that my number keeps calling their number with some sort of burial insurance scam and sounds as though it's someone with an india descent. is it possible my number was ported and is being used??

That's not porting or close to what porting is, it's spoofing.

The call type of call you are describing is known as Spoofing, as tiki bar1 and Glitchy Pixel confirmed. This is a widespread issue that affects all carriers. While there is no way to completely prevent these calls, there ways to fight back. You can file a complaint on the FCC website and carefully screen your calls.
