iPhone upgrade

Best Buy has a deal on an iphone 8 256G device upgrade. They will discount the 2 yr payment plan for $24.99/mo.

However they state that:

"Those customers Upgrading with a 2-Yr contract who have an Unlimited Data package will be enrolled in the Verizon 2GB Data Plan for that line for $30/month. If you complete this transaction, Unlimited Data cannot be returned to your line of service."

Will that apply to me if I buy this phone and use the 2 yr payment plan?

Also, will this phone be "unlocked"?

That sounds more like they are referring to the Nationwide Plan with grandfathered unlimited smartphone data plan feature and upgrading under contract not DPP (device payment agreement) will force a plan feature change to the individual tiered 2 GB smartphone data plan feature.
