I paid cash to bring the cost of new phone to zero. I did not want to pay monthly. A supervisor stated I would get refund after 2 billing cycles. THIS DID NOT HAPPEN! Lesson is to never pay in full. You have to go with their plan because they are not going to send you a check for overpayment.

I assume you didn't care to take advantage of any sales because you only get them on device payments. and if you paid in full you wouldn't have been billed monthly. So something is fishy with you post. You are leaving out facts.
