Can calls to a flip phone be received on an iPad?

We recently purchased an iPad for my older parents. I want to enable them to use Facetime and they won't give up their flip phones for a smartphone. I am wondering if anyone knows if the iPad (not independent cell enabled) could answer calls made to the flip phone?

No. Only an iPhone can share their phone number with an iPad

However, FaceTime can be used with WiFi, and independently of their phone and number. All they need is an Apple ID set up for FaceTime calls.
