Anyone else's settings changed with iPhone update?

2 months in a row I've run out of data with 15 days left to go before then end of my cycle. This didn't make much sense as my habits haven't changed that much. I decided to check my settings to make sure I wasn't downloading something automatically and it turns out that my settings have been changed without my knowledge to automatically download app updates even if I'm not on Wi-Fi.

Has this happened to anyone else?

Is there any recourse for this?

Yes, you should always check your phone settings after an update since it is not unusual for Apple to have changed some of your settings with an update.
