Can't make calls - Announcement 4 swittch 22-5

When I attempt to make calls, I hear "This call cannot be completed as dailed. Please check the number and try again. Announcement 4 switch 22-5." I also am not receiving calls. People trying to reach me are hearing that the number is not in service.
