Receiving Constant Calls/Texts For Previous Phone Number Owner

I got a new phone number over six months ago. I receive at least 20 calls/texts a day from scams, bill collectors, random numbers. I know the previous owners name from these calls. What can I do to stop this? Blocking the numbers hasn't helped. Robokiller doesn't help.

Change the number. I would have shortly after getting it if I got those calls constantly.

I changed my number to avoid those calls, and get a new number, and it’s all over google as a business asphalt company. Dozens of calls and texts.
