Declining service with dropped calls in Apex, NC

Would someone be able to outline what and when changes are coming to improve call quality In the Apex, NC area? Calls are being dropped, not connected when dialed and most often the phone does not ring. You only know you have missed a call if the caller leaves a voicemail or sends a text.
