Block Specific Number from Calling/Texting

I need to block a specific number from my daughter's iPhone XR.

I can go into the iPhone Settings and block it, but I can find no way of PASS-CODING that feature to keep her from just UNBLOCKING the number... Am I missing something?

Is there a way, through Verizon as the cell carrier, that they/you can block this number for me?
