Poor service even after upgrade

Experiencing poor service in the Houston area on two of my 3 phones even after and upgrade in service. What's going on? I have spoke with AT&T and T-Mobile users experiencing the same problems that started recently. Dropped calls, no mapping, no location, ect. What is going on? Is this temporary?
