Calls going straight to voicemail, from same number exchange

After porting my number over from ATT I can’t receive calls from my friends whose numbers are from the same number exchange (area code + 3 digits). Example my number is 517-715-xxxx, any time I get a call from my friends whose number starts with 517-715-xxxx; it goes to VM.

I can call them back, and we can text both ways just fine. One friend is with Verizon, one with ATT, and one is w Sprint.

never had this problem while with ATT. Also, spent 2 hrs with customer service and they couldn’t help
