Not receiving SMS

New IPhone 13 and plan upgrade. Everything was working fine until I upgraded my plan, now I am not receiving SMS messages from Verizon, other businesses, or other android users. Spent hours on the phone with customer service and they have been very slow and unhelpful. I have tried everything including restarting, airplane mode, different settings, etc.

Are you able to send text messages to those who have Android phones? What type of phone did you have prior to this?

no, I cannot send to android phones. I had an iPhone before this. It was working properly before my plan upgrade on this phone too.
