Calls to specific phone don't go through.

Call to iPhone with T-M0bile don't go through from my iPhoneProMax 13.

Message says: The person you’re trying to reach is not accepting calls

However, other calls to that iPhone with T-Mobile are doing through fine. Somehow, Verizon has blocked my calls to that number.

Please help.

I am sorry to hear you have been unable to reach that number! Typically that type of message would be played by the carrier that is receiving the call. As the call leaves your phone and you do not hear a specific Verizon error message then this would not be through our network. I would suggest having that contact reach out to their carrier and let them know they can't receive calls from a specific number.
