I live in Maryland but speedtest.net tells me my server is in Kansas City

What gives. I've run several speed test from different services, Speedtest, Speakeasy and DSLReports and they all come back with excessivlely slow download speeds. Why is my i.p. address coming out of Kansas City when I live in Ellicott City, Maryland?

Stoic I have had this happen before and its only with speedtest.net. I have also received many speed test showing invalid speed tests such as a customer provisioned for 5/2 and getting 50 down 65 up. and tested that way many times. However if you go to speakeasy and test your connection there it is one of the better speed tests

I went to speakeasy and got this...Download 1232 kbps/Upload 4496 kbps. I'm supposed to have 20/5 service.
