Audio and video stutter/pauses during video streaming

We have 20mb FiOS internet service which has been working great from the start. However when our son tries to play videos from Hulu or YouTube on his laptop the sound and breaks up and the video freezes for a fraction of a second. He is streaming on his HP laptop from school with a hard wired connection.

There are 2 wrinkles to this problem. 1) A Dell in the study does not have this issue and 2) when he either restarts or cold boots his laptop the problem goes away for a day or two.

Other than doing restarts, does anyone have an idea?

The HP has Windows Vista, the Dell has Windows XP

Sounds like his cashe is full. Clear his cashe out. You can do that in internet options and depending on the version of IE if that's what he is using you will find a option in there to delete temporary files. Delete everything from there, then restart IE, and he should be good to go.
