Presumably you have successfully activated the device?
Are your port forwarding rules correct

It can take up to 24 hours for the 3g light to go solid green, until it is solid green the connection is not active.

FWIW, I am using an Actiontec router and an AT&T Microcell, both in default configuration, and I have no problem activating the Microcell.
If viafax999's ideas don't solve your issue, you might try posting your problem on the AT&T MicroCell forum:

There will likely be more users with experience specific to the MicroCell and it's potential problems there.
I have similar issues (for which I created my own post) so don't feel like it's only you. I also tried all of the things you have tried and probably more.
Please let me know if you have any success getting your Microcell to link up and I will do the same for you.
If you are on an Apple Airport basestation, hook it up to the Actiontec and hook the 3G Microcell to it. Then use a paper clip and hold in the Microcell reset button for 30 seconds to clear it. When it comes back on it should just work... Good luck. I couldn't get it to work plugged directly into the Actiontech...
Please find and read my reply to my own post. If you don't mind, and anyone else who reads this, if you can post the IP subnet your current lease is from (and whether it's working or not). For instance mine is currently
173.60.x.x and not working.
If we could confirm that this is a switch issue on the Verizon side, that would be awesome.
