Damaged Telecommunications Box with Exposed Wires and rusted base with sharp edges

Hello,

There is a rusted old telecommunications box with exposed wires between my property and my neighbors' property. There are very sharp rusted edges where there are exposed wires. Who can I contact to replace the box? I am concerned my children could get hurt.
