Is the fan on my new DVR supposed to run non-stop, 24/7?

I just swapped out my old DVR for a new one. I was having no issues with the old one other than the screen said that I had to swap for a new DVR to view all of the programming I was supposed to get.

After installing the new DVR, the fan runs CONSTANTLY! It is annoying! Is this normal? I wouldn't think so.....

I have the exact same problem with my Motorola 7216 which I just got as a swap out. Noisy as heck. There's another thread on this topic and the only "fix" is to swap out the STB again. Apparently there's no guarantee you won't get another noisy one.
