I don't think the app was not designed on a hard-wired (ethernet) connection. I'll check with the developer team contact I use.
I heard back from the app team. Their reply: "They haven’t tested any support for Google/Android CE devices like this with Ethernet connectivity. Theoretically it should work, but obviously something is going on. The app itself shouldn’t care Ethernet or WiFi."
So if you can provide further information I will pass it on to them, but at this point they "may support CE devices in 2014."
I can confirm I have this issue too. I'm using the X5 instead of the X7, but the same issue. Interestingly if I open the app with ethernet it tells me I have no connectivity and to browse my library. When it goes to the library it says there is an internet connection. Then I just keep ping ponging between the dialogs of having a connection and not having a connection. Even it you start the app on wifi and go to the live tv, then switch over to ethernet it complains. It seems to be checking exclusively for WLAN connectivity.
I can confirm I have the same issue with my Google TV (LG 55GA7900), if I connect to network via wifi then the FIOS Mobile works but if I connect using Ethernet, FIOS Mobile complains that there isn't an internet connection available.
SO this isn't device specific but poor coding, or intentional coding. The app should look for any internet connection and not specifically if 3g/4g/cellular or Wifi is available.

The FiOS Mobile App does not work when the HDMI output of the device is active. This is due to content provider restrictions on the app -- it can't be used with HDMI on any device, including IOS devices. Other apps have the same restriction, but many do not. It all depends on what the content providers require and how DRM is managed.
