very few, if any, cell carriers allow collect calls to cell phones. Some carriers block calls to certain numbers due to past history or by your local provider. You must use independent companies. Try goggling "tti collect2cell" they can provide collect calls to cell phones and other types of phones. Hope this helps.
The reason you can't receive collect calls is because you have to use the specific county's long distance contractor. For instance, all Orange County Correctional Facilities use Global TelLink for their long distance contracts.
