Yes, so long as only one is getting a WAN dhcp address and acting as a DHCP server.
I.E. configure one of them to be a fixed ip address on the same subnet as the vz router e.g. 192.168.1.2
You can NOT have two active coax WAN connections.
You can however, you a second Actiotnec router as a MOCA bridge to provide an ethernet connection in a rooom that has only an active coax connection. See part 2 of the following FAQ:
