Verizon must have recently changed our outside phone lines, as they are now sagging over my property and driveway. I can reach up and touch them. this is a hazard, and I can't locate a phone number for verizon line service.

of course I would call your local engineering or general services department to have them get in touch with the correct party. Verizon and their bogus fees are supposed to fix their phone or fiber line issues for free.
at a last resort call your police department and let them deal with it.
