For 42.5 years wet weather has resulted in extended incoming high static on my voice line.
About 20 years ago Verizon laid copper about 4 inches below the ground and whenever the ground is wet the static interference makes incoming calls unintelligible.
But they never replace the wire or even lay a temporary wire.
It's intolerable, but Verizon is a monopoly and therefore omnipotent.
But just try missing a bill!
