Why do I continue to get the billpaying service is experiencing difficulty. This does not look good for a company at the cutting end of technology.

I don't know, why do you? I have been paying my Verizon bill every month at myverizon.com for about 3 years now with not a single failure. What kind of error do you get, is it just a message saying "experiencing difficulty" or can you provide more detail?
