I am unablel to create a sub account. There no phone number for tech support, the virtual help is NO HELP at ALL!!!! I follow all the instruction and nothing.

What error are you getting? Have you verified that the information you are entering meets their criteria?
If you would rather just call tech support, the phone number for Verizon is 1-800-VERIZON. Any department you need should be reachable from there.
