voice not wanted

Starting last night a new service was added which I find very annoying. Whenever I change a channel, go through the program guide or go into a settings area a voice reads out what is on the screen. While this may help those who have visual difficulty, I dislike it. I have not found any way to discontinue this service otheer than using mute. Does anyone know any way to stop this?

this setting did not fix the issue. This also carries over to the you tube widget. This is very annoying. This started this morning .
