So I got my FiOS "2012 Semiannual Customer Notification". In it were these directions:

For a listing of these locations, please visit our help site at verizon.com/fiostvhelp and enter “New York billing payment locations” in the “Search Site & Support” search bar.

So I went to: verizon.com/fiostvhelp , and entered “New York billing payment locations” in the "How can we help you today?" search box, and this is what I got:
