How can I dial 202 area-code phone numbers (DC)?

I have not been able to dial202 phone numbers since I had the FIOS service (almost 3 years ago). If I dial the 202 phone numbers, I got the error msg that I need to dial 1 or 0 fisrt. But if I dial 1 or 0, I will get the error message that my call cannot be completed ?? What did I do wrong?

I have to use my cell phones to make phone call to 202 area code numbers..

DC still uses 7-digit dialing in the city. So if you are in DC, you cannot dial the area code for a local number without it being considered a long-distance call.
