Internet connection problem

Why is it that this internet only services Windows7, XL & Pista. I have a Dell Laptop with Windows 2000 and can hardly ever get connected. Yet I am not being charged on my bill for the times they will not allow me to be connected to the Internet? That is definitely not right.

Frustrated and feeling ripped off.
