After much frustration and finding only dire news on the net about the impossibility of wireless connectivity between xbox live and fios, a verizon employee gave me a simple solution that worked like a charm.
-take off wep encryption
(i turned it back on again and it didn't affect the connectivity...so apparently you need to turn off the encryption only long enough to establish the connection).
