1. Verizon assigns IP addresses dynamically. It's an automatic process, no one is manually handing out IPs.
2. The issue is not with the IP addresses that Verizon assigns, but with the blacklists not updating the IP addresses when they are changed. Verizon can't change third party sites' lists; it is up to the listing site to keep their filters updated.

Are there other websites you are able to get to? Can you ping the sites you are unable to get to?
If several hours of troubleshooting with tech support hasn't provided any answers other than a new modem, it's unlikely that we (fellow end users) are going to be able to help without at least a little bit of the information you obtained when troubleshooting.
Today is the first day I can get on the Verizon site and read these posts.
After 5 hours per day on phone with India since May 24th, I still do not have a solutions.
I had a technician install a new modem and it did not correct anything. I had a call back from a Supervisor, (finally I got to talk with a supervisor) and he said he could not do anything else and was handing this case to a special department to call me within 48 hours. I am positive the problem is with Verizon. There is no reason that so many sites not updating their blacklists. For example I cannot generally get on the Verizon site. All Microsoft sites down plus many others.
If this does not get resolved I will definitely cancel my account with Verizon and go to Time Warner. This is so draining. I would love to hear if anyone else is having this problem. Again 3 devices, 3 browsers, all site working perfectly off Wifi/Verizon.

This should be checked on a frequent basis, as the agent may be waiting for information from you before they can proceed with any actions. I also have had problems gaining access to several web sites. I always receive a timed out message. If I use the default dynamic DNS settings, I cannot get to msn.com but sometimes to Hotmail, using live mail. If I manually set the DNS settings, I can get both msn.com and Hotmail. I still cannot get the other websites. However, when I ping www.msn.com the data loss is 100%. I can view the page but I cannot ping it. For example, I can log onto the social security home page but I cannot log into it. Some web sites I am allowed to access and some I am not. Is this problem only affecting the Southern California area?
Are the Verizon's servers requesting the correct/valid DNS addresses or are the requests not going beyond the Verizon's servers? Could this be a IP4, IP6, or FIOS cross-wired issue?

The Problem you are describing was the exact one happening to me. I mentioned 14 days, 5 hours a day on phone with either Verizon tech support, or my own tech support. It was a nightmare and lost 2 weeks of work.
On Monday in CA I dialed Verizon at 7AM. As you know you get India and wait 40 minutes to get through and get a beginning technician who goes through the causes in the manual. I cried and begged to speak to a supervisor. THIS IS WHAT YOU MUST DO!!! i got one who did a computer share (I'd done that 5 times unsuccessfully) and at the same time he contacted the Senior Technical Support team. (This is also what you must do!)
The conclusion is this: VERIZON CHANGED SOME SETTING WHICH ARE PREVENTING YOU FROM VIEWING SEVERAL WEBSITES. THEY CHANGED THEM IN A NEW WAY FOR ME AND WITHIN A RELATIVELY SHORT TIME EVERYTHING WAS CORRECTED. And I am receiving a walloping $20 credit.
i hope this will help everyone!!!!!!!!!! But what is SAD is that no one is telling Technical Support about this so they will run you through the gamut of cures, none of which work. The supervisor said: 'You are not alone; a lot of people are having this problem."

Just be aware, Microsoft doesn't allow folks to ping their servers. If you can reach the services you're pinging, they're connectable.
If changing DNS servers fixes the problem, I'd see if you're getting a different set of IP addresses for each website. A lot of modern sites are hosted using CDNs or multiple datacenters, and DNS is often used to help direct users to specific servers.

Re: your comment I'm not tech saavy enough to respond. Plus the supervisor's English was so difficult to understand that I do not know what he changed. But as of today, cross fingers, all is working fine.
