This is common during peak chatting hours (evenings) with any service. Let the chat move through and when the rep starts to speak, you should in many cases hear a sound. There may be an option to notify you too, when the rep responds.

As an aside, you can only get a refund from Billing. Based on the timestamp of your post (07-18-2013 07:18 PM), Billing was already closed when you made your demand. That probably isn't going to work out the way you want it to.
