Not getting download or upload speed as promised

I have the 3mbs download speed and 1mps upload plan. I checked my speed several times on speedtest.net because I noticed continued slow speeds.

Here are the results

I am clearly not getting what I am paying for. I eithe rneed a credit on the account or an explanation as to why I am not getting the speeds promised.

My computer is hardwired directly into the modem.

The internet started out fast when we got it about 60 days ago and it has subsequently gone down the drain.

Please fix.
