Do I always have dial the area code for local calls?

For Digital Voice the answer is YES.
For Digital Voice, yes you do. The thing with Digital Voice is if you do wind up with it, giving Verizon a call and asking them to change it back to regular 7-digit Dialing will work. I don't know if this takes you off of the Digital Voice service, but it can be done.
