My IP Address Changed Causing Search Engines to Think I'm in Japan

I've had the same IP address for about 2 years which began with 96. Yesterday it switched to 173. and now when I open Google or MSN Live Search it pulls up everything in Japanese. I've read through several Google and MSN forums and they all attribute it to the IP address. Why has my IP address changed and how can I get it back to what it used to be?

#2 Please make sure that UPnP in the router is turned off.
