Bad routing in Verizon network?

Hi Verizon(?),

I work in an organization in NYC and we use a service High Speed Internet with one static IP adress from Verizon. We own IP address in subnet class C/{edited for privacy}. And our employees need to go on the website www.army.cz, but this site doesn´t not answer, doesn´t working it from our WAN IP.

I tried that website from internet service different provider and there is no problem with that website.

Could you please advice me what can I do with this issue or who should I contact for this issue?

I´ve prepared trace-route to www.army.cz from both services above and I attache a result here:

The issue is not with the IP addresses that Verizon assigned to you, but with the blacklists not updating the IP addresses when they are changed. Verizon can't change third party sites' lists; it is up to the listing site to keep their filters updated.

The blacklist could likely be on the hosting provider's end. If the IP address for the connection you're using has been sitting dormant for some time, and was just recently put to use (dormant as in, registration records for the IP address stated it was not allocated to a provider), the hosting provider could need to update their filters. This is called BOGAN filtering.

Additionally, problems like these could be due to a bad routing table, or problems with either the send or receive path to the server.

Start off by troubleshooting this problem with the webhost responsible for hosting the site you're trying to reach. They should be able to help give some better insight from their end, as to what the problem could be. As a note, the website is not reachable on my end either from Verizon, and it stalls at the second hop for me. The last time I've seen something like this happen, it was due to a return provider not quite behaving right. Once, I also came across an issue where an IP address was blacholed due to a machine running a C&C network for some pretty nasty malware (this is a GOOD thing, but is a pain to get removed when the offending host is dead).
