Request Whitelist of IP For Mail Server

I tried visiting the http://www.verizon.net/whitelist page but it keeps giving me an error saying "We are unable to process your request at this time. Please try again later. We apologize for any inconvenience." This comes up before I see a form or anything.

It may be due to us not having a Verizon account.

Is there a URL (without a required login) to request that Verizon email servers whitelist an IP address so our mail server can send to @verizon.net emails?
