Backup modem not working

I have Verizon DSL with a GT704WGB modem that works fine. I recently got a backup modem of the same model and figured I'd swap it with my current modem just to make sure it works, but it doesn't. I guess my question is if there's any kind of trick to getting it to work or should it work by default. I went through the modem settings pages and saw that the new modem was setup for PPPoE while my current modem uses DHCP, so I changed that the new one to DHCP but didn't help. I did notice the firmware version was different, 30.20.2 versus 30.17.0, but doubt that's the problem. I also set the password for the new modem to the same as my current one. Anyway, not sure what else to look for and looking for advice.

when swapping a DHCP modem for another DHCP modem a break/renew of the DHCP lease has to be done. In other words they need to assign a new IP address for your new modem. Not sure if you can force a break lease on your side, you might need to call verizon for that. There may be something else that is causing a problem with this modem, but I think the break lease is the first step and then they can troubleshoot further if needed.
