Have you tried VO 08 (NJ) Channel 512? Using this channel I get NJ News in HD. Also check 523.
If you are referring to News12 that is offered by Cablevision I'm sorry to report that we will never see that since it's owned by a dfferent provider. News12 is exclusive to Cablevision subscribers. If you are referring to something different, sorry.
