Static IP changes to upgrade service?

I have had a FIOS line and block of 5 addresses since it rolled out. Now the speeds are 60/60 and I am being told that to upgrade the speed I have to change the static IP addresses. I use them for security as well as web services and it would be a huge problem to change them.
Does anyone know why Verizon requires the IP addresses to change? Is it just to allow the people working there to just click instead of making actual changes using the command prompt?
Is there a Technical Support group at Verizon that can make these minor changes with upending my entire network?

Speaking on my capacity as a customer: You would need to make your case why security and web services require unchanging static IP addresses. Companies like Microsoft and Google rotate their server IP addresses on an hourly basis, if not shorter.

With due respect, if you are asking VZ to make customized changes in deviation from normal procedures, why don't you make the easier change on your end where you have full control?

The bottom line is that the service agreement did not stipulate VZ needs to provide you with the same IP addresses after a service level change.
