MiFi Jetpack Speeds Go to Zero during afternoon/evening?

I live in a rural area. During the early morning or late, late evening, I can get up to 80mbps download/6-8mbps upload. However most days between, roughly 10am and 10pm, I am lucky to get 20mbps download and 0.05mbps upload. There are not many people around me so I can't imagine it is bandwith, but I am at a loss to explain this. Has happened for a couple of years. Any ideas?

Just some added info... yesterday at 0630HRS I was getting 96mbps download and 8.21mbps upload. At noon, it was 42.3mbps download and 0.04mbps upload. At 7pm, it was 11.3mbps download and 0.01mbps upload.
