Home Renovation / Edison Requires Verizon Conduit Moved

I am a homeowner in a four unit townhome association. Edison is requiring the Verizon conduit be moved as it is too close to the Edison conduit. I do not have a Verizon account, but represent the homeowners association. NO ONE at Verizon will help since I do not have a telephone number or account number. This is beyond frustrating.
