I’ve tried it both ways, cellular and WiFi. Including the WiFi at home, the WiFi at work and at my cousins house.
Thanks for those details. I understand you're running into an issue with sending SMS, but are you able to receive SMS? Is everything working normally with calls and data as well? As far as the reset that was completed, did you erase all content and settings?
