Relocate existing overhead Verizon line

I am a building contractor and I have a client which needs to get an overhead Verizon line relocated for the construction of an accessory dwelling unit in their backyard. At lease the owner indicated the overhead wire is a Verizon line. The project is located within the city limits of Richmond, VA. How do I or the owner go about getting the line relocated? 1-800-Verizon has not been fruitful.
