decommissioned copper wire POTS utility box

There are 2 decommissioned utility boxes in my back yard that are Fead with underground cables. One is fairly large. I would like to remove these utility boxes but need permission to proceed with this and also make 100% sure these boxes are no longer in use. Is there someone or some department I can contact to get help
